Ozzy might have said many things to draw attraction towards his work. That's the entire point of "stars" giving interviews. ;]

Just look at the lyrics, 2nd verse:

"Riding painted horses
Oh the kids they love it so
You can see it on their faces
How they love the wind to blow "
and then:
"But if i don't try to help them
They could wind up on the front page"

The kids are shooting up / snorting balls / doing hash / whatever, and the protagonist is thinking that he should do something, otherwise they might end up as news items for the local papers.

Then the pre-chorus:

"I don't mind
Draw the LINE, then draw me an arrow
Feeling fine
And I'll see you my friend
Over and over again"

Ahem... COCAINE.... -_-

then, the last verse:

"...
I've been doing this all night

Only the FIRST verse doesn't sound like it's about drugs at all.
So ok, I can admit that the song is not ENTIRELY about addiction. But a bigger part of is certainly IS... -_-
