This likely has to do with the context by which the song was released in conjunction with P1, and the fact that periphery had different distribution worldwide versus within the US at this point in their career. There's probably some weird conflict of interest between them buying their sumerian masters back vs for this particular song - This song was a bonus track for the rerelease of P1 in Europe, so I guess it might be kind of special/ still wrapped in red tape by a larger label? I forget if it was century media or road runner that had worldwide rights to P1.

This is just a speculation, I don't know anything about music distribution.
