Since atleast 95% of the population does NOT do Tower of Oz, a more friendly advice would be a "unique" or a bit expensive "legendary" fafnir chest piece with reflect damage potential. Easily best choice out there.

How long will it take to get the ring if I start tower of Oz?

@Xelog It's all RNG unfortunately. If you don't have access to the Auction House, it can take a while. They are eventually doing a quality of life patch where bosses will start dropping Oz Ring boxes - so if the tower grind becomes unfun, keep that in mind.
