He was born in Manoguayabo, then part of Santo Domingo, D.N. (the capital city) and now part of Santo Domingo Province. He studied music at National Conservatory of Music in the Dominican Republic.
In the 70s, after his father left Los Compadres Guitar quartet, he formed his first group, Los Virtuosos, with his father as the lead singer. His father kept the group and renamed it as Cuco Valoy y Orquesta (Cuco Valoy and his Orchestra) where he hired singers Peter Cruz and Henry Garcia. Ramon Orlando went to form another group. Years later, Cuco Valoy group disintegrated and he moved to Colombia due to his political differences with then Dominican president Joaquin Balaguer. Ramon Orlando then went onto a more ambitious project. He and then famous merengue singers Peter Cruz and Henry Garcia formed La Orquesta Internacional (The International Orchestra), where he was supposed to be the composer and director whereas Cruz and Garcia were to be the singers. However, of the first ten single production, Ramon Orlando wanted to sing four of them himself, which caused the group to split. Peter Cruz and Henry Garcia formed their own groups which didn't last long. Ramon Orlando quickly hired a couple of boys with similar voice tones to Cruz' and Garcia's to interpret the songs already on the radio.
He was a nominee in the Latin Grammy Awards of 2005.

Dos extraños llenos de pasión
Que en una noche danzan como olas
Que en una noche el fuego consumió
Dos extraños al anochecer
Dos extraños al amanecer
que apenas tiempo de saber quién era
y luego ella es su reina y él su rey.
Dos extraños locos que se aman,
olvidando el tiempo y la razón
Sólo tiempo para besos
para fuego y pasión
Dos extraños locos de amor.
Ya amaneció
llora conmigo
Es la hora de decir adiós
Ella muere y él, enfermo,
casi pierde la razón
Dos extraños locos de amor.
Dos extraños al anochecer
Dos extraños al amanecer
que apenas tiempo de saber quién era
y luego ella es su reina y él su rey.
Dos extraños locos que se aman,
olvidando el tiempo y la razón
Sólo tiempo para besos
para fuego y pasión
Dos extraños locos de amor.
Ya amaneció
llora conmigo
Es la hora de decir adiós
Ella muere y él, enfermo,
casi pierde la razón
Dos extraños locos de amor.
Dos extraños locos que se aman,
olvidando el tiempo y la razón
Sólo tiempo para besos
para fuego y pasión
Dos extraños locos de amor.
Ya amaneció
llora conmigo
Es la hora de decir adiós
Ella muere y él, enfermo,
casi pierde la razón
Dos extraños locos de amor.
The song "Dos Extraños Locos" by Ramón Orlando tells the story of two strangers who come together in a passionate love affair. The song describes how they dance like waves on a night when their fiery passion consumes them both. Despite not knowing each other very well at first, they quickly become each other's king and queen. They are driven by intense feelings, forgetting the constraints of time and reason.
As the song progresses, the listener is taken on a rollercoaster ride of emotions. The lovers' time together is limited, and as dawn breaks, they must say goodbye. There is a sense of sadness and loss, as the woman dies and the man is left almost crazy with grief.
The lyrics suggest that this relationship was intense and all-consuming, but ultimately short-lived. The two lovers may have been strangers when they first met, but they quickly formed a connection that was impossible to ignore. The song captures the intensity and uncertainty of new love, as well as the pain and sorrow of sudden loss.
