It's confusing because the Hebrew scribes were speaking to people who understood Aramaic, which has a broader lexicon than Biblical Hebrew.
Aramaic speakers of the time would have known that Shiloh is related to the name Joshua, who is claimed to have essentially reestablished Shiloh in the land of Ephraim. The relationship between the names cannot be found in Biblical Hebrew, but it would have been apparent to Hebrew scribes in Babylon and Assyria. The name Joshua is derived from a word that was used in the El Amarna letters wherein Canaanite rulers were writing to Pharaoh for assistance in defending from a group of marauders known as the 'Apiru in the time that Joshua is alleged to have been attacking Canaan. Curious. Anyway, the word that the rulers used was ia-ši, which meant "for me." Joshua reestablished Shiloh because it was "for him." In fact, there is no evidence that the tell Shiloh was named Shiloh before the time of Joshua. Also, compare 'Apiru to Ephraim. Much more can be said about this.
