I seem to be one of the few people that understand this ending. Bear with me, this will take some explaining.

I admit that Joker doesn't need an "air of mystery" as so many people claim. Nor does he need to be some chaotic force of nature.

What makes Joker such a memorable character is what he stands for.

The Batman comics have always had a particular theme: "What happens when life destroys your sense of meaning?" Each of the main villains represents a different response to that question.

Joker is what happens when you take this to its logical extreme. What happens when life leaves you with nothing left to fight for or care about? Nothing that motivates you to get out of bed in the morning.

The answer is the nucleus of the Joker's character. That life understood this way, is nothing but a sick joke. And in the Joker's eyes, there are no exceptions. Family, society, and especially morality are all just cruel gags that end with the same punchline: "Nothing matters!"

Throughout the movie, Arthur's worldview is broken down into this sad idea of life being nothing but a mean-spirited comedy. And by the end, he embraces it.

WITH ALL THAT SAID
The final scene is where Arthur realizes the punchline of the joke we call life. Looking back on all that he's been through, he realizes that nothing matters and that that was the joke all along. More than that, he realizes "That's Life." Hence the song's usage.

So that's my take on WHAT the scene is. As for WHY it ended here, and not with Joker being cheered by the mob, well... it's Arthur's Happily Ever After.

He's stuck in Arkham, just like the Joker we know and love... and he's happy. All the more reason for "That's Life" being used. This is his life now, and the song's lyrics capture how he's joyfully embraced it.

As for the cut to Bruce, well... he's the perfect example of life being a cruel joke. Plus he's the Yin to Joker's Yang. Honestly, the contrast gave me chills. Bruce is anguished and broken, Arthur is happy and fulfilled.

This ending is my favorite scene in the whole movie. One of my favorite scenes in cinema, really.

In Batman Begins, Ducard tells Bruce that "Criminals thrive on the indulgence of society's understanding".

I think that the reason Joker is laughing cause he has succeeded in making us empathise with him, cause clearly Joaquin's Joker is the most sympathetic version of the character, as society's shitness created him. We all see that and hate that version of society.

If (if) we are to entertain the idea of the beginning of the and ending of the movie being a "cycle" and Arthur imagined all of the events, then it can explain why he finds it funny at the end of the movie.

He succeeded in making us sympathise with him. He is sitting in a therapy session, for god's sake. All that woman is doing is analysing him, wanting to understand him as she asks what he thought was funny. That's what happens at therapy sessions. We understand this Joker. He is thriving.

Fucking genius.
