The venue that picture is taken at is from the Mural Amphitheater at the Seattle Center, about 150m from Space Needle. The Cowboys were one of the regular bands the summer of 1983, I saw many of their shows and maybe even this show. The Mural Amphitheater dates to the 1960s and is of mosaic construction.

Other bands playing there included The Visible Targets, Mondo Vita, possibly the Allies (though they may have broke up by '83). The stage faces west and the sky was usually cloudy that summer.
