I heard Bethesda had to dumb down the AI for Oblivion. The way they had it, the npcs were actually killing each other. The npcs had needs. Like to eat for example. So a beggar would steal food to eat, which would cause a guard to attack. Then the beggars friends would join in, and well, you had a huge war in the city

The game Kenshi has a lot of in in some places, like the cities of Shark and Flats Lagoon. Those cities have turret defenses, but their shooters tend to injure others due to a low Precision stat. NPCs that injure another faction's NPCs also damage their faction's relationships with each other. In towns with lots of different factions like Shark, this ultimately leads to both factions going hostile and killing each other.
