I think Armada Cyclonus's voice fits Whirl. If that version of Cyclonus is never coming back I see no problem giving the voice actor an equally crazy helicopter to voice in a new Transformers thing.

"I want my hands back" Wait, based off what I know of IDW, and what I know of the punishment that caused Whirl and Shockwave to become how they are, maybe not his head, but wouldn't it be simple enough to replace his claws with new hands since the people who used that law are kind of, you know, dead and the law that let them do that is gone?
