I will say in that first set, whilst baiting the burst may not have been correct and SHOULD actually be a confidence booster for Pepper (his opponent just gave him a chance to escape he didn't deserve), in actual fact it most likely did mental damage to Pepper instead.
He got gift wrapped a chance to live and didn't react fast enough to take it, that always feels horrible. It may be inoptimal play, but Hotashi is the kind of player who will do this anyway as a psychological bait.
First, he's forced Pepper to pay attention during EVERY COMBO in case it gets dropped for a random burst bait, not just in obvious situations. Second, he's actually punished Pepper for NOT paying attention, which is almost a direct call out: a sort of 'pay attention idiot' moment. Getting reset when you 'shouldn't' is a pretty tilting experience, made worse when it seems like it was on accident.
Finally, even if it gave Pepper a chance to come back if he DID react and didn't confirm the round, Hotashi is still in an incredibly advantageous situation after 'drop'; pepper is cornered with no meterless reversal against Hotashi's HUGE health lead with minimal blood.
If he was going to do something like this, there is no better situation or timing to do it: planting the seed at the end of the first round where both players are scouting each other and figuring out tells can pay off BIG later on. That's just the kind of player Hotashi is, always playing the player over the game.
