it was better to have more tiers more specific in questions of what the character does than to have it like that for elements, it's much more confusing and extremely unnecessary
you could put the tier like:
Broken: extremely off-kilter character
God PvP: very good character even for PvP
God PvE: very good character even for PvE
Good: The character is good, but nothing is broken, just Good
Fun: you can use it but it's not a big deal
Bad, but sometimes it works: character not very good but can be usable in some very specific places, like red Roxy
Garbage: character that cannot be used at all in either PvP or PvE
Note: from good, PvE and PvP characters join since there is so much need for this tier to have so much distinction
