The recordings that make up the 11 LPs, 16 cassette tapes, and 3 CDs in the series were made between the late 1960’s and late 1970’s.
Teibel was born in Buffalo, New York and later attended college at The Rochester Institute of Technology, Cooper Union, and The Art Center College of Design in Pasadena, California. His first initial recording for the Psychologically Ultimate Seashore had its origins in his sound work on Tony Conrad's 1970 feature film "Coming Attractions". He recognized the positive impact of the sound of the waves on one's ability to improve concentration and to create a sense of serenity. After parting ways with Conrad, Teibel discovered
that changing the processing of his ocean recordings through friend Louis Gerstman's IBM 360 computer allowed a more realistic sound experience when played back.
