If a fire becomes too big or hot enough, it can reach the point of flashover which is when the temperature is hot enough to make all nearby flammable materials to spontaneously combust. This is the reason why every styrofoam roll suddenly catches on fire all at once.

Here is where you are wrong. The people who owned the warehouse went the easy and fast way. They recruited illiterate, poor, untrained and cheap-pay workers like him to do the heavy lifting/manual labor. The guy is obviously illiterate and I am quite certain he was never trained. More importantly, when you own a warehouse that contains flammable materials, there are certain safety standards to adhere to. Either the provincial authorities do not regulate safety standards or the owner did not bother. Simply covering the flammable foam via tarpaulin or some cloth, or separating the rolls of foam would have prevented the fire from covering the warehouse.
Regarding people being killed, this is not arson. This is gross negligence and that too, the negligence is not the worker's alone. The owners are equally at fault for not training him and for not implementing safety and preventive measures in their warehouse. Don't blame the worker fully.

From a scientific research perspective (i.e the perspective that the worker was clearly coming from), this is not really a statistically significant result.
I feel that the worker needs to carry out further research in this field before we can conclusively state that this foam is flammable. It is only through the curious minds of men like this that we can obtain empirical evidence of what does and what does not immediately go up in flames. I agree. There's safety codes nowadays due to curious ppl like him. Thou in this case, the cost are too high. Then again, it all depends if company sticks to the code and trains worker to adhere to it. His act was intentional, but the results was beyond his judgement. When I was a kid, I took a shaving razor I found off the road and ran it down my palm, slicing it open. Just because my dad told me not to play with razors as it's sharp. I remembered thinking , "is it really that sharp? Well how sharp it is actually? " before I tried on a blade of grass, and then my palm. Lol
