I disagree with you. That's the sound which was reigning at the moment, so it is natural that Donna went through that. Furthermore, all albums in the world from all singers have filler.

I disagree. It was just versatile Donna doing a more pronounced R&B 90's sound as opposed to Dance/Disco music. To each his own though. For me, it was all about her voice, regardless of genre. She moved with the musical times, not staying in one musical lane. She was versatile musically, so this only made sense since it was the sound at the time of its release.
