While the animation is done with a tiny budget, its abundantly clear the animators cared and had passion for their work. There are lots of little moments when you could get away with doing nothing but it almost never happens. The things I noticed from watching this far too many times.
The bad guys "bubble" effect left behind by his movements is used and kept consistent in every scene that uses it.
Creases on the giant ladies cheeks when she kisses fritz.
Slight squint and change to her mouth position as she focuses for a moment when she is about to flick fritz.
New smile expression because she is so pleased with herself after she hits him with that flick perfectly.
Not an animation thing but when Fritz lands between her tits, someone thought to add a rubber on skin sound effect as he gets squeezed out.
As she squeezes him out, her hands and fingers press into her skin nicely.
Really cool POV shot as Fritz falls down her body.
Maybe you could consider this a negative but I love that you can see the signs of it being hand drawn where some of the color in her shoes is not quite filled in or the highlight outlines are not 100%.
Fritz shivering after being grabbed and veins filling in with fury on bad guys eyes.
Light in her eyes shifting so its not a completely static scene.
Another cool shot with the bad guys face being the only thing against a background of darkness.
Big goofy Fritz grin towards the viewers as she picks him up from the bed.

Yeah, the art style is (intentionally) silly and rough, but the animation is fantastic and perfectly matches the art.

"done with tiny budget" - Note/remember that it happens in half of the 90s, I was then about 10 and I watched Viva, MTV and Cartoon Network all the time (and Beavis and Butt-Head : D ), I really don't remember many more animated music videos back then which looked much better. Video editing, animating stuff on computer (which in a few years became popular and available to everybody, since, let's say about, Windows 98 era, when standard affordable pc would eventually somehow deal with such computing-power-hungry tasks like editing video... or at least they pretended they can.
Later when Flash made a huge success the new era started, when finally everybody could easily make fun animated stuff in a seconds.
Unfortunately, when they made these E-rotic music videos, it must have been quite huge pain in the ass and time consuming job, made on some early Pentiums maybe, or, I wouldn't be surprised if they did it on Amiga..
So, I believe not directly lack of money was the reason the frames drawings makes that a bit cheap impression, but rather simply lack of better options to make that well enough by theirself, lack of possibilities within realistic budget, animated videos which looked good was basically reserved to some top stars with any budget, Michael Jackson had some, Pink Floyds... Others mainly improvised, results varied. Many of them, like these using computer game-like 3d rendering (called then "almost photo-realistic"...), quite popular at the end of the decade, back then was making some impression, but got old very badly.... Like the one from Red Hots, which I can't remember the title now. It's not even, like, bad to the ground, it just looks cringe and cheap from todays point of view. And then - it was absolute top of latest TV techniques, for which they probably paid some buttload of money.
To be honest, today I value higher these E-Rotic crispy clippy cartoons, at least they're kind of fun, sometimes even hilarious.
