I could be completely wrong but here's my interpretation - I haven't checked Genius & I've honestly never commented on any video but this touched me...
I kind of see Kanye, Francis & Justin as versions of one character...
So at the start, we see Kanye slowly moving & bopping to the beat - he doesn't look too interested & seems to be holding back - although he's dancing, he's kind of keeping to himself...the lines 'separate loans, separate codes' indicate that although him & his partner are in a relationship, they're not really together - physically & emotionally - so Kanye dancing this way captures the idea that he's not really committed to the relationship - he's more interested in keeping to himself...Interesting to note that Kanye stops moving at the line "cause dead right can go wrong' - alluding to the end of his relationship - the camera now shifts focus to Francis...
Francis is kind of prancing around, overtly dancing - maybe representing the initial sense of freedom he felt after the breakup. Quickly, the prancing stops when he walks & sits down on the ladder - the breakup has really only hit him now - he sits & reflects - soul-searching. He then gets up & walks into the black space - dancing carelessly & recklessly to represent that he's in a dark & destructive mental place - doing anything & everything to release his anger & sadness.
Francis then walks back into the white space - signifying that he's come out of that really dark mental place. He stops walking around, takes a breath & closes his eyes - once again, soul-searching - reflecting on the changes he hopes & wants to make. The camera moves back to show Justin standing beside Francis - both begin dancing. I don't think it's important to analyse their specific moves, I see their routine as a way to express their vulnerability & highlight the fact that they're opening up & stepping out of their comfort zone - their routine's pretty basic & isn't perfectly executed but what's most important is that they're willing to try - knowing they will look kind of goofy in the process. By doing this, Francis & Justin show they don't take themselves too seriously which is a massive contrast to Kanye's masculine & withdrawn persona at the start...Again, interesting to note that Francis & Justin begin dancing & literally turn around on the line 'I will turn around for you' - the dance & line becomes a physical & emotional statement.
That's pretty much the gist of what I want to share - like I said, I could be wrong but this is my interpretation - I love Justin, Bon Iver, Francis, Kanye, this song & this video - their new song 'Take Me To The Light' is just as beautiful.

From what I've discerned: Bon Iver is whoever is performing Bon Iver music. If the artists would've been titled Francis and The Lights and Volcano Choir this would've technically been Justin Vernon dancing in the video. But as it says Bon Iver, it's Bon Iver dancing. For extra points we can also remember that he has a second alter ego in Jason Feathers called Ephasis. In other words: you're absolutely right.
