I agree that friction stops the ball, but isn’t the force of gravity opposed by the normal force, such that if there were no friction, the ball will continue at a constant velocity due to the balance of the gravitational force and the normal force?

so basically, an Inertia is an object that is in rest, motion or even a motion that is not constant like acelarating or slowing down?

The question should be: For how long will the object remain in motion?" not "what causes it to stop?" For how long? That depends on the amount of force that was used. What caused it to stop? Because the force that caused it to move was limited. No one in history has ever seen or felt or sense "gravity". Therefore it remains as only an idea of how it may be if such theorie would be true. As far as acceleration goes, the heavier an object the faster it will fall to the ground. A feather will fall much slower than a human. In outer space for an unknown reason the object will continue to move longer than normal because there is no air or oxygen.
