The music in this game has a few motifs that pop up throughout the different locations. If you pay attention it's using these motifs to connect you with previous events or places in game it's impressive to say the least.

This song is surprisingly dark compared to what you are exposed to before hand. Compared to Lavender Town, this is more dismal and foreboding, and an unexpected change in atmosphere

+Crimson Vulpes Pikachu is actually one of the best Pokémon in Gen 1 and its remakes. It's an Electric type you can get early in the game, which is helpful against both Misty and Lorelei (especially if you chose Charmander or Squirtle as your starter.)

You pretty much need an Electric type to beat Lorelei near the end, since her Water-type moves can counter Ice's weakness to Fire, and her Ice-type moves can counter the Water type weakness to Grass. And after Pikachu in Viridian Forest, you can't find another Electric type that naturally learns STAB moves until the Power Plant, which is only accessible after teaching Surf and beating Koga. (While you can get Voltorb on the route between Cerulean City and Rock Tunnel, it can't learn any STAB moves in Red & Blue without using a TM.)

I always found this theme scarier than Lavender Town. I remember when I first heard it years ago as a child, the sudden transition from happy cheery themes to suddenly this? Literally thought some huge creature was lurking in the woods that could pop out any second . Always stayed near my dad whenever this music came up lmao

However Nintendo has made arguably creepier music.

Ultra space wilds, Hypno k.k., ripple star catacombs, and possibly one of the scariest songs ever made in general, submerged castle.

you might've already noticed, but the game boy only had four audio channels. sound effects in games often had the unintended side effect of cancelling out background music, and pokémon games were the same.
next time you're in viridian forest, keep walking into the walls in quick succession. the "bump" sound overrides the main melody so you just get the backing tracks, and it sounds cool.

The Viridian Forest theme was never a dark one for me, i used it as alarm clock for some years. Lavender Town and the Pokémon Tower are a bit creepy, but the real dark one is the Rock Tunnel.

As a kid, I always got mad to my brother since he always got some Pikachus in the way like finger in the nose while I just struggled my ass out and made it out barely alive of this stupid area.

This is honestly about the third most unsettling song in the Pokémon game series.

I honestly think it's worse than N's playroom, drought, and lavender town, because those situations and locations make sense to have creepy music, and the music is rather in your face.
Viridian forest's music is a lot subtler, and seems like a unnecessary transition from route 2. There's also the unsettling ringing sound repeated throughout the song.

As for the two songs that beat it.
I would say ultra space wilds and the music that plays in the room with all the tubes in galactic HQ.

idk I think it's fitting, it makes sense for a kid leaving home for the first time and unsure when he'll return and unsure about his future to feel scared and unsettled walking through the woods outside of his home town. What's with the people thinking this song is all dark and scary? That is not a vibe I've ever gotten from this tune. I always saw it as more mildly upbeat, like you're in a cool new area you never went to before and you're psyched to explore it, maybe a little nervous just because the area's so new and unfamiliar to you, but then you start catching all these cool new Bug Pokémon you weren't finding around Pallet Town, maybe even the coveted and elusive Pikachu, and things are looking up for your Pokémon adventure. Honestly, I swear, this must be why there's all these tiles of grass in there that don't give encounters- give you more of a chance of hearing the whole song in its entirety.
