why don't they set up a coordination system where a soldier is left in at least every 5 houses to talk with other military units? This is because the rebels attack when the units leave so let them coordinate all areas. Or provide a free toll system for civilians to reach authorities. Or maybe train the locals on how to react during attacks to minimize the damage done. If everybody has some sort of military training, the rebels would be defeated as they need supplies from these villages

When supervision is wanting, they get comfortable and start dealing with black market dealers. I lost my brother in the Congo, at that time Indonesia was selected and assigned to the UN in the Congo, we launched and were ready to come to the Congo because this was the duty of the Indonesian state ready not ready to have to go to the Congo because of the UN order, we managed to land in the Congo we were greeted by French, Russian, Pakistani soldiers there, we were welcomed by the people of the Congo, just like the citizens of Sudan and other Africans when we were assigned there, I saw several French soldiers who died and were injured when they met the Congo rebels but we managed to free the citizens civilians who were held hostage/captured by the rebels ,it seems the UN has to look deeper because there are many problems in the world
Indonesia has a lot of documentation when Indonesian soldiers served in several countries including the Congo
