Nah, it wasn't this album it was Method Man's Tical album that was rushed, he said it on Math Hoffas interview. He said the album was either done or almost done when everything got destroyed by the flood in Rza's crib. I personally thought Tical was weak but now understanding what happened its not bad for a rushed album.
