I would argue that the Ritual worked in the movie. Everything that happened after Pennywise was in the urn was 'the battle of wills.' The original ritual failed because the tribe failed their battle of wills, allowing Pennywise to kill them. The ones watching had no way to understand that. They just saw, and recorded, what they saw.
