The reason they are staggered is because when coming down the street you can not only hear chord structure which trombones usually have in SU arrangements but you also can hear melody from the trumpets. Most bands all you hear is trombones coming up the street. Tubas will be heard regardless and baritones(lower brass) will carry further than upper brass. I hope this helps.
