Rosario was born in Higuey, a province in the Dominican Republic. Since childhood, he and his brothers showed interest in music, even playing self-created instruments like bottle caps, plastic containers, and others. Soon they started singing and playing in the neighbourhood and started what would later be known as Los Hermanos Rosario with whom he enjoyed great success later.
In the late 80s, after 12 years with his brothers, Toño decided to abandon the group and started his own solo career. He debuted April 14, 1990 in the Roberto Clemente Coliseum of Puerto Rico. He went on to become one of the most popular merengue singers with some of his albums reaching platinum status.

Toño Rosario's song "Otra Vez" is a bittersweet ode to lost love and the longing and heartache that comes with it. The singer begins by acknowledging that he's not an early riser, but he's a friend of the dawn. This alludes to the fact that he's often up late into the night, perhaps pondering his lost love. He's seen crying so much because he's already told his story of love to someone. The song then picks up the story of a malicious woman who is deceiving her new lover with lies while pretending to be sweet and innocent.
The singer recounts having held her in his arms and having given her his love and emotions without conditions. But he's aware that he chased after a woman who was incapable of loving him back. Even though he knows he's only hurting himself in this pursuit, he continues to look for her, hoping to be able to get rid of the pain she caused him. He finally admits that he will perhaps never see her again.
The chorus of "Otra Vez" repeats persistently throughout the song, as though to symbolize the cyclical nature of heartbreak. The singer is back at the bar, telling the same story over and over, drinking the same drink, suffering the same heartache, and shedding the same tears. But he's still hopeful that his lost love will come back to him, and he'll be able to show her the same love he's always felt for her.
