Throughout this piece Liszt is showing off a technique called developing variation. He takes those first three notes (the motive) and transforms the context around them throughout so that the mood is changing but the motive (those three notes are still the same). It seems very similar to me to idee fixe which Berlioz introduces with his symphony fantastique.
