Overall Meaning

This song is sung by Quasimodo, the deformed bell-ringer of Notre Dame, who has been kept hidden away for years by his master, the cruel Judge Claude Frollo, in the bell tower of Notre Dame cathedral. Quasimodo dreams of experiencing the world beyond his bell tower and longs to be accepted by society, but he is reminded by Frollo that he is despised by everyone and must stay hidden to avoid being ridiculed or worse.

I like how Frollo turns the opening cords of Out There into a negative song, whereas Quasimodo turns his version of Out There into a hopeful, joyous song.
The musical captured this theme really well.

Tafami If you listen to the song “Sanctuary”(Which is basically “the world is cruel” segment of “Out There” expanded into its own song) from the 1999 German stage adaptation of this movie, “Der Glockner Von Notre Dame”, Frollo sings the starting notes of “Out There” in minor formation near the end as well!
