This song is "Comrade K.K.", composed by Kazumi Totaka originally for the video game Animal Crossing on the Nintendo Gamecube. It's not based on any song in particular, however the name and style indicates it is based on Russian folk music. Look up "Kalinka" or "Katyusha" for traditional examples, or "RUSH B" for a modern equivalent. Enjoy!
