I'm not muslim, or an expert, but I do feel the need to share that this excerpt from the Quran is being taking out of context here.
The context is about free will, and that with your free will, If you choose to disbelieve God, you will be punished.
The verse " if we had willed, We could have given every soul its guidance" is like saying... he could have made us or willed us to believe. But instead 'they' chose to disbelief.
The verses before and after point to this.
So taste [punishment] because you forgot the meeting of this, your Day; indeed, We have [accordingly] forgotten you. And taste the punishment of eternity for what you used to do." -------- this is the following verse.
He (god) is speaking to the disbelievers who had been given their last chance and now must face punishment.
Whether right or wrong, it is the same as what's taught in christianity.

Alhumdulilah I feel very blessed, I read the translation of verse 15 paused and literally wake up from my bed and did sujood and then played again and read the translation for verse 16 and was crying like a child. MashaAllah. May Allah give us all this feeling every single day inshaAllah Ameen
