It is hip hop no matter what. There is a choir in the back. That is what reminds people of gospel and church, but it is just a choir. If someone is singing opera in the background, that doesn't mean that the song is opera. No. It is still hip hop. The definition of hip hop is
"a style of popular music of US black and Hispanic origin, featuring rap with an electronic backing."

Well of course.

Why yes it does.
This song and every song Chance has done checks every single box for being classified and hip hop, no matter what genre it is influenced by.
By the way, there is a difference between talking about God in a song, and basing an entire song and your entire career about God, which Chance doesn't really do. Because, as you said, "most rappers are big believers of god" and are bound to talk about God at some point in their career. i.e. Nicki Minaj, Jay Z, Jay Cole, etc.
But regardless, even if Chance devoted every song to God, it would still be hip hop because it would check off all the boxes to be classified into the hip hop genre.
Moral of the story:
Hip Hop and Gospel are two EXTREMELY different genres with VERY different styles of music, and Chance's music obviously falls under the category of Hip Hop.
