Hi Khalil,
If the Design Library is not showing on the side of your SOLIDWORKS windows please go to 'View', 'Toolbars' and make sure the 'Task Pane' toolbar is turned on. If the 'Task Pane' is turned on but you do not see a 'Design Library' folder on its 'Design Library' tab go into 'Tools', 'Options', 'System Options', 'File Locations', then show folders for "Design Library". This path should be present (or another path corresponding to the year/version of your software):

C:\ProgramData\SolidWorks\SOLIDWORKS 2017\design library

If it is not present then you would want to then add this path to the list here. Please note that C:\ProgramData is a hidden folder and you may need to adjust your OS settings before you will be allowed to point SOLIDWORKS to this path. See this link for details on how to show hidden files/folders (https://support.microsoft.com/en-us/help/14201/windows-show-hidden-files).
