Issue de parents émigrés haïtiens vivant dans le quartier défavorisé de South Central. ,elle entame après le lycée des études d'économie à l'université de Berkeley près de San Francisco. En 1990 elle débarque en France,pour y étudier les Lettres à l'université de la Sorbonne tout en travaillant comme jeune fille au pair, plus tard, et elle retourne en Californie pour s'inscrire au Los Angeles Musician Institute.
Revenue en France, après avoir officié en tant que bassiste dans plusieurs groupes, elle travaille comme choriste à Paris jusqu'à être remarquée et jusqu'à la sortie de son premier album qui sortira en 1996, mixé par un des membres du duo Air. Teri commence alors une petite tournée et reçoit une victoire de la musique, son second album sortira quelques années plus tard.
